Grassley Releases Senate Judiciary Committee Text of the One Big Beautiful Bill

WASHINGTON – Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) today released legislative text of the Judiciary Committee’s provisions in Senate Republicans’ One Big Beautiful Bill Act. The Judiciary Committee’s contributions provide historic investments to strengthen border security, support law enforcement and safeguard American families.

“After four years of chaos, Americans at the ballot box voted for a secure border and safe communities so they could raise their families in peace and prosperity. Republicans are following up on a historic election by delivering historic results. The Senate Judiciary Committee’s portion of the One Big Beautiful Bill provides essential resources that will shore up our border and immigration system for generations to come,” Grassley said.

The Senate Judiciary Committee’s provisions accomplish the following: 

Boosts funding for immigration agencies that were overwhelmed by the Biden Border Breakdown. Includes:

  • Department of Homeland Security (DHS) funding to increase staffing and enhance migrant screening and vetting processes, including:
    • background checks for aliens;
    • transportation and return of aliens to and from contiguous territory to facilitate the Trump administration's "Migrant Protection Protocol";
    • expedited removal of criminal illegal aliens;
    • coordination with state and local governments to root out criminal gangs and address public safety.
  • Immigration and Customs Enforcement (ICE) funding to increase the recruitment, onboarding and retention of ICE staff, including by offering a signing bonus, and support ICE enforcement and removal operations. Additionally ensures ICE’s Victims of Immigration Crime Engagement (VOICE) Office can provide nonfinancial assistance to those affected by the Biden Border Breakdown. 
  • Department of Justice (DOJ) funding to hire more immigration judges and staff to address yearslong backlog of immigration petitions, cases and orders of removals and investigate and prosecute immigration matters, including cartel and gang-related crimes, illegal aliens voting in elections and child trafficking.

Reimburses states who stepped up to protect America’s broken border during the last four years. The Bridging Immigration-related Deficits Experienced Nationwide (BIDEN) Reimbursement Fund: 

  • Helps states recover for funds spent on investigation, location, apprehension or temporary detention of criminal illegal aliens.
  • Covers the costs inflicted on local courts that prosecuted crimes committed by illegal aliens, including drug and human trafficking.

Expands resources for police and law enforcement officers who put their lives on the line to keep our communities safe. Includes:

  • Bureau of Prisons (BOP) funding to address mounting staff shortages and much needed capital improvements to detention structures. 
  • Funding for law enforcement training centers, such as the Federal Law Enforcement Training Center (FLETC) and ICE training resources. 
  • Funding for the Edward Byrne Memorial Justice Assistance Grant Program (Byrne JAG) and Community Oriented Policing Services (COPS) to support boots-on-the-ground efforts to combat violent crime in local communities.
  • Funding for the 287(g) program, which helps expand the federal government’s ability to enforce immigration laws through the supervised support of willing state and local law enforcement jurisdictions. Grassley led the establishment of the 287(g) program in 1996.
  • Funding to reimburse state and local entities for the costs of incarcerating criminal aliens.

Injects accountability into our immigration system and offsets enforcement costs by imposing fees on some immigration applications.

Restores the constitutional role of the federal judiciary and ensures courts follow current law when handing down decisions by:

  • Hiring additional DOJ attorneys to challenge universal injunctions against the government;
  • Requiring courts to track and publish metrics on the frequency of universal injunctions;  
  • Establishing judicial training programs at the Federal Judicial Center on universal injunctions, their lack of constitutional/statutory authority and resulting taxpayer impact; and 
  • Enforcing the lawful requirement for courts to impose a bond upfront when litigants seek a preliminary injunction or temporary restraining order that results in costs and damages sustained by the federal government.

Additional security provisions:

  • Tamps down on the flow of deadly drugs like fentanyl by funding DOJ efforts to combat drug trafficking and precursor chemicals.
  • Provides essential resources for U.S. Secret Service recruitment and training efforts in the wake of two assassination attempts against President Trump.
  • Protects alien children from exploitation by requiring fingerprint collection and DNA tests to verify child-sponsor relationships and crack down on criminals who exploit this vulnerable population.
