Judiciary Committee Advances ATF Director, Four District Judges, Three U.S. Marshals and Bipartisan Anti-Theft Legislation

WASHINGTON – The Senate Judiciary Committee today advanced the following nominations:

  • Robert Cekada, to be Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives, by a vote of 14-8;
  • Andrew B. Davis, to be United States District Judge for the Western District of Texas, by a vote of 12-10;
  • John Thomas Shepherd, to be United States District Judge for the Western District of Arkansas, by a vote of 12-10;
  • Anna St. John, to be United States District Judge for the Eastern District of Louisiana, by a vote of 12-10;
  • Christopher R. Wolfe, to be United States District Judge for the Western District of Texas, by a vote of 12-10;
  • Robert Rotter, to be United States Marshal for the Northern District of Iowa, by a vote of 15-7;
  • Daniel Satterlee, to be United States Marshal for the District of South Dakota, by a vote of 13-9; and
  • David St. Pierre, to be United States Marshal for the District of Maine, by a vote of 20-2.

The committee also advanced by voice vote the bipartisan Safe Access to Cash Act of 2026, led by Sens. Ted Cruz (R-Texas) and Ruben Gallego (D-Ariz.), to combat ATM robberies.
