Foreign Claims Settlement Commission

"The Foreign Claims Settlement Commission of the United States (FCSC) is a quasi-judicial, independent agency within the Department of Justice which adjudicates claims of U.S. nationals against foreign governments, under specific jurisdiction conferred by Congress, pursuant to international claims settlement agreements, or at the request of the Secretary of State." - Foreign Claims Settlement Commission


On November 15, 2010, President Obama nominated Timothy J. Feighery to be the Chairman of the Foreign Claims Settlement Commission for a term expiring September 30, 2012. On December 22, 2010, the nomination was returned to the President under the provisions of Senate Rule XXXI, paragraph 6 of the Standing Rules of the Senate. Foreign Claims Settlement Commission Chairman Timothy J. Feighery was confirmed on March 10, 2011, for a term expiring September 30, 2012.  A hearing to consider the nomination was held on February 2, 2011.  An archived webcast is available.  icon_webcastThe nomination was reported by the Committee on March 3, 2011.

Anuj Chang Desai was confirmed on March 29, 2012, to be a Member of the Foreign Claims Settlement Commission for a term expiring September 30, 2011, and for a reappointment to a term expiring September 30, 2014.  The nomination was reported by the Committee on February 2, 2012.

Sylvia M. Becker was nominated September 19, 2012 to be a Member of the Foreign Claims Settlement Commission for a term expiring September 30, 2013. On January 3, 2013, the nomination was returned to the President under the provisions of Senate Rule XXXI, paragraph 6 of the Standing Rules of the Senate.

On January 22, 2013, Sylvia Becker was nominated to be a Member of the Foreign Claims Settlement Commission for a term expiring September 30, 2013, and a term expiring September 30, 2016 (reappointment).

Did You Know?  Harlan Fiske Stone was the first Supreme Court nominee to testify at a Supreme Court confirmation hearing in 1925.  John Harlan was only the fourth nominee to testify (1955).  Harlan's 1955 confirmation marked the beginning of the current practice of each Supreme Court nominee testifying before the Judiciary Committee.
